The Provincial Assembly of Balochistan has been voted in through Pakistan’s 10th General Election held on May 11, 2013. The 1st sitting of the Assembly was held on June 1, 2013 and the Assembly completed the 1st Parliamentary Year on May 31, 2014. This report, prepared from the citizens’ perspective, analyses the performance of the Provincial Assembly of Balochistan during its 1st Parliamentary Year, i.e., from June 2013 to May 2014. In order to do that, various performance indicators of the Assembly have been highlighted. These standard criteria help quantify the Assembly’s performance during its 1st Parliamentary Year. Furthermore, this evaluation is also complimented by a qualitative analysis to gauge whether the Assembly has been able to fulfill its duties of Representation, Legislation and Oversight. The data about the performance of the Assembly was obtained from two sources: analysis of the print media such as various English and Urdu dailies; also, the data on performance indicators of the Assembly was obtained from the Assembly Secretariat. Part 1 of this report presents some basic data about the Provincial Assembly of Balochistan to set the context of the report. Part 2 presents the data and analysis of various performance indicators of the Provincial Assembly of Balochistan. Part 3 presents Strategic Analysis and Recommendations for Required Reforms for the Balochistan Assembly to improve its performance. These recommendations have been made in light of not only the performance of the other Provincial and National Assemblies but also the recommendations that PILDAT has given in the past to improve the performance of the legislatures.
