India, Pakistan , Water, a Background Paper, has been authored by Mr. Ramaswamy R Iyer, former secretary Water Resources in India, for the 5th Round of Pakistan-India Parliamentary Dialogue, facilitated by PILDAT, and held on September 19-20, 2013 in Islamabad. This paper highlights the water sharing arrangement between India and Pakistan under the Indus Waters Treaty of 1960 and India’s response to the Pakistani apprehensions. As an independent think tank, PILDAT believes that complex issues like water between India and Pakistan must be discussed by the Parliamentarians from both countries to develop a better understanding for resolving the issues. The paper has been commissioned to present the Indian perspective on the issue for the 5th Round of Pakistan-India Parliamentarians Dialogue.
