The background paper on Understanding Insurgency in FATA has been prepared for the PILDAT-facilitated Dialogue Group on Civil Military Relations. Two papers were commissioned by PILDAT on the issue to provide a detailed background to the Dialogue participants – one written from the perspective of civilian administration and one from the standpoint of the military. The Papers, combined here under the broad headline of Understanding Insurgency in FATA, include the paper written by Mr. Rustam Shah Mohmand, Former Chief Secretary NWFP and former Ambassador to Afghanistan as well as a paper written by Brigadier (Retd.) Shaukat Qadir, former Vice President of the Islamabad Policy Research Institute (IPRI). The papers bring together details from the civilian and military backgrounds and trace history of the area, the tribal culture peculliar to FATA and the prevailing scenario before offering distinct set of recommendations to resolve the conflict and insurgency in FATA.
