This Background Paper has been prepared by PILDAT to facilitate an informed discussion on passing and implementing effective Right to Information legislation both at the Federal level and in the Provinces. A strong RTI Law is vital for ensuring transparency and accountability within government. The RTI law has great potential to enhance the overall institutional efficiency of government and its functionaries. Effective implementation of RTI legislation also enables performance assessment of public officials and legislators by the public based on verifiable records of their official actions and decisions, which are otherwise unavailable or difficult to access within a culture of official secrecy.
