Performance of the Provincial Assembly of Khyber Pakhtunkhwa; 1st Parliamentary Year

The Provincial Assembly of Khyber Pakhtunkhwa has been voted in through Pakistan’s 10th General Election held on May 11, 2013. It officially completed its first year on May 28, 2014. This report, prepared from the citizen’s perspective, analyses the performance of the Provincial Assembly of Khyber Pakhtunkhwa during its 1st Parliamentary Year. In order to do that, various performance indicators of the Assembly have been highlighted. These standard criteria help quantify the Assembly’s performance during its 1st Parliamentary Year. Furthermore, this evaluation is also complimented by a qualitative analysis to gauge whether the Assembly has been able to fulfill its duties of Representation, Legislation and Oversight. The data about the performance of the Assembly was obtained from two sources: analysis of the print media such as various and English and Urdu dailies; also, the performance statistics of the Assembly were obtained from the Assembly Secretariat of the Provincial Assembly of Khyber Pakhtunkhwa. The advent of the Provincial Assembly of Khyber Pakhtunkhwa has seen a change with the regards to accessible information that the Assembly Secretariat can provide. Like the Punjab Assembly, various statistics related to Assembly performance have become more accessible not only from the Assembly Secretariat but also the Assembly website which is regularly updated. Furthermore, the introduction of a Parliamentary Calendar has ensured that the workings of the House have become more streamlined. This Parliamentary Calendar is not only accessible to the legislators but also to the public and can be accessed on the Assembly website. All these changes have been made during the first Parliamentary Year of the current Assembly and have made possible greater access & transparency to the Assembly proceedings for the citizens leading to a spirit of inclusivity. These moves towards transparency are further complimented by the passage of the Right to Information Act, 2014 by the Provincial Assembly of Khyber Pakhtunkhwa. Part 1 of this paper presents some basic data about the Provincial Assembly of Khyber Pakhtunkhwa to set the context of the report. Part 2 presents the data and analysis of various performance indicators of the Provincial Assembly of Khyber Pakhtunkhwa. Part 3 presents Strategic Analysis and Recommendations for Required Reform for the Provincial Assembly of Khyber Pakhtunkhwa to improve its performance. These recommendations have been made in light of not only the performance of the other Provincial and National Assemblies but also the recommendations that PILDAT has given in the past to improve the performance of the legislatures.
