This is an Urdu Version of the “The Aghaz-e-Huqooq-e-Balochistan Package” which was presented in a Joint Sitting of the Parliament on November 24, 2009 as a set of proposals to address the issues of Balochistan for discussion and adoption by the Parliament and the Federal Government. This paper analyses the package in its detail, highlighting the areas that require effective reform and speedy implementation. The paper has been authored by Mr. Shahid Hamid, Senior Advocate Supreme Court of Pakistan & Former Governor Punjab. The paper is an attempt to lead an informed debate and discussion on the question of required constitutional, political, economic and administrative measures to arrest the increasing sense of alienation in the Baloch people. The paper has essentially served as a background for a Special Sitting of the Dialogue Group on Civil-Military Relations on the Balochistan Issue.
