PILDAT Briefing for Business, Media and Civil Society Organisations on How to Influence the Budget? was held on April 28, 2010 at Marriot Hotel Islamabad. The objective of the briefing was to explain the existing budget process to various segments of the society as well as to raise their awareness on how to engage with the Parliament and Parliamentary Committees on influencing the Budget Process ahead of every budget. Key speakers at the Briefing Session included Syed Naveed Qamar, MNA, Federal Minister for Petroleum and former Minister of Finance. In addition, case studies from countries such as Canada and other international best practices were shared by Mr. Ivo Balinov, Senior Program Officer Parliamentary Development, Parliamentary Centre, Canada and Mr. Jesse Biddle, PhD, Senior Associate, ARD, Inc. USA at the briefing. The briefing attempted to answer questions such as what is the federal budget process in Pakistan, what is the Parliamentary budget process and at what stage of budget preparation and at which appropriate forum can citizens groups make an intervention. This report carries an overview of key presentations while capturing the interaction that took place between participants and the panellists.
