Authored by Dr. Hasan-Askari Rizvi, a renowned political and defence analyst, the paper is designed to identify the major sources of conflict between the federation and the provinces in Pakistan and to contribute to more informed public dialogues on federalism and provincial autonomy in order to develop consensus on these issues among the public. The paper seeks to inform about the actions which have been taken or attempted in the past to redress these issues and concerns. It also suggests possible ways to address the current challenges to federalism and demands for increased quantum of provincial autonomy and contribute to the resolution of these issues.
