The tabling of the annual federal budget by the Minister of Finance in the House of Commons is one of the most important and highly anticipated political events of the year. The budget spells out how the government’s priorities, either announced in their policy platforms or in reaction to new and emerging pressures, are to be funded and over what time period. It sets out new spending programmes, elimination of or changes to existing ones, changes to tax policy and how the new and emerging initiatives are to be financed. It affects most Canadians through its tax and spending proposals. It is the major policy statement that focuses on choices.
