The background paper on Rule of Law and Democracy in Pakistan: the Road to the Future has been written on three (3) seemingly diverse topics: Issues in Balochistan, FATA and the Civil-Military Equation in Pakistan. The Pakistani State and Society are confronted with a number of issues and conflicts today. Although these issues differ in nature and in detail – such as the Balochistan Issue, Insurgency in FATA, governance malaise in the shape of Military intrusion in what is now universally recognised as civilians preserve – we feel the application of the Rule of Law to resolve these and many other issues is the only way forward for Pakistan. The crises in Pakistan today are manifestations of crisis in the rule of law. It is with this backdrop that PILDAT is hosting a conference to focus on, what we term, as the key conflicts in Pakistan today, and how the application of the principles of the Rule of Law can help us resolve these issues. The background paper is authored by Mr. Shahid Hamid, Senior Advocate Supreme Court & Former Governor Punjab who is one of the most respected and coveted legal and constitutional expert and brilliant minds Pakistan has produced. Mr. Shahid Hamid has very skilfully penned these key issues together in this background paper raising some of the most crucial questions that need to be answered today in resolving these issues. The background paper was prepared for PILDAT Conference on Rule of Law and Democracy in Pakistan: the Road to the Future held at Islamabad on June 17, 2008.
