This case study titled Lack of Effective & Continuous Local Governments in Pakistan has been developed as part of PILDAT’s ongoing initiative to examine the impact of inter-institutional dynamics on key governance failures in Pakistan. Through a historical and institutional lens, this case study seeks to understand why successive civilian governments in Pakistan have failed to institutionalize an empowered and continuous system of Local Governments (LGs), despite the absence of overt interference by the establishment in this area of governance.
