This case study titled Lack of Access to Safe Drinking Water in Pakistan has been developed as part of PILDAT’s ongoing initiative to examine the impact of inter-institutional dynamics on key governance failures in Pakistan. Through a historical and institutional lens, this case study seeks to understand why, despite constitutional protections and the absence of interference by the military establishment, successive civilian governments in Pakistan have failed to ensure universal access to safe drinking water, a fundamental human right and critical public health imperative
