While there is increasing emphasis in the Pakistani society on military’s disengagement from the civilian political affairs, there is a need for reforms that the civilian side must undertake to ensure continuity and supremacy of civil, political, democratic rule in Pakistan and prevent military interventions in the future. This Discussion Paper, prepared for the PILDAT-facilitated Dialogue Group on Civil-Military Relations, aims to answer the question of “How to Ensure Continuity and Supremacy of Civil, Political and Democratic Rule in Pakistan and Prevent Military Interventions in the Future.” Authored by Mr. Javed Jabbar, Former Senator and Minister, the paper discusses various steps that political parties, Parliament, Executive Civil Society and the Media, etc. need to take to sustain democratic rule in Pakistan.
