Improving the System of Reserved Seats for Women and Non-Muslims in Pakistani Legislatures

The existing election process in Pakistan grants each party a number of reserved seats that are proportional to the number of general seats they win in an election. Over the years, concerns have been raised about the lack of public participation that this system allows as well as about members elected through this process being treated as ‘lesser’ members by their peers.

Within this context, this PILDAT Issue Paper analyses the historical evolution and current framework of reserved seats for women and non-Muslims. It also undertakes a comparative study of different systems used for this purpose in other countries and recommends modifications to the system used in Pakistan’s legislatures.
