One of the subjects which is currently being debated among politicians and political analysts is that of a neutral care-taker government during the forthcoming General Election. The model of a neutral caretaker government adopted by Bangladesh through 13th Constitutional Amendment has also been mentioned by some as a possible course for Pakistan. Although Constitution of Pakistan has provided for a caretaker government through the 17th amendment, very few people seem to be aware of the specifics. This Background Paper has been prepared by PILDAT research team as a modest contribution towards making the current electoral discourse more informed and based on facts.
